Local 250 represents members from twenty-three different employers in the city of Pittsburgh and throughout Western Pennsylvania.

This site was created with the intention of distributing information to our membership and anyone interested in union activities.

Local 250 is affiliated with the International Brotherhood of Teamsters, Joint Council #40, and the Pennsylvania Conference of Teamsters.

ALL MEMBERS OF TEAMSTERS LOCAL #250 ~   PENNSYLVANIA TURNPIKE COMMISSION

 

 

Dear Brothers and Sisters,

 

On June 16, 2010 an Arbitration Hearing was held regarding the installation of new signs throughout the Turnpike. 

 

The Union argued that the installation of sign posts does not constitute new construction under Article 17, Section 3 of the Collective Bargaining Agreement.  It was also our position that this has always been bargaining unit work. 

 

Section 3. SUBCONTRACTING. 

The Commission may subcontract new construction; the reconstruction and rehabilitation of roadways, structures and facilities; the installation of new equipment; and all work incidental to the foregoing; and original equipment and facility warranties. The Commission agrees that it will not subcontract other work which, by past practice or tradition, it has not heretofore subcontracted.  The Commission may subcontract work that either the employees are incapable of competently performing or which the Commission lacks the necessary manpower and/or equipment with which to perform such work.

 

The Commission did not dispute the Union's position that the installation of signs was always bargaining unit work at the second step hearing.  However, at the Arbitration Hearing the Commission produced four (4) contracts showing they had subcontracted this work in the past. 

 

The Pennsylvania Turnpike Commission also introduced two (2) arbitration decisions from 1996 which supported their case. 

 

In light of these facts, the Union was forced to withdraw its grievance.
